International and Comparative Law at Columbia
Visiting Scholar & Research Fellow Program

Program Description

Through the Visiting Scholars and Research Fellow Program, Columbia has hosted hundreds of international scholars, professors, members of the judiciary, practitioners, and governmental officials.  In a given year, 50-60 international visiting scholars and researchers from around the world participate in this program.  In addition to their geographic diversity, their areas of research and scholarship span a multitude of legal disciplines, including comparative and international criminal law, human rights, legal philosophy, commercial and corporate law, constitutional law, and international private and public law.  The Visiting Scholar designation is generally reserved for visitors who are senior faculty members at their home institution. Columbia also has established a second scholar designation, “Research Fellow,” for doctoral and post-doctoral academics.

The Visiting Scholar and Research Fellow Program at Columbia provides the following privileges:
  • Access to all library materials at the Arthur W. Diamond Law Library and other University libraries of Columbia.  Please note that library borrowing privileges cannot be extended to Visiting Scholars and Research Fellows.
  • Email and computer accounts, and access to WESTLAW and LEXIS/NEXIS for Visiting Scholars and Research Fellows who are at the university for a period longer than four months.
  • Introductions to Columbia faculty who share similar academic interests.
  • Participation in lecture series, talks, and with the permission of the professor, Law School courses and seminars.
  • Invitations to social events that integrate visitors into the Law School Community. In addition, special talks or “brown-bag” lunches are arranged at which scholars are asked to discuss their research.
  • Access to a shared office space with computers and printer.

Application Process  [download application]

The application should be accompanied by the following: a curriculum vitae; a list of publications; a one-page description of the intended research project; and two letters of recommendation. The deadline for fall semester and academic year is April 1. The deadline for the spring semester is September 1. If you have difficulty downloading the application, you may request one from Angela Darling, Coordinator, International Programs and Graduate Legal Studies, Columbia Law School 435 West 116th Street, Mail Code 4036, New York, NY 10027 USA, Fax: 212-854-9742, E-mail: adarling@law.columbia.edu .  Whenever possible, applications should be submitted electronically. Completed applications will be distributed to Columbia faculty members who have a shared academic interest with the applicant. If a faculty member is willing to serve as a sponsor, the application will be passed on to the Law School’s International Committee for final approval. Faculty sponsorship includes providing guidance to the scholar on his or her research and facilitating introductions to other faculty members who may share a common interest with the visitor.  Invitations are generally issued only to those individuals whom faculty members have agreed to sponsor. Decisions will be made and applicants notified within six weeks of the application deadline.

Program Fees

The fee for the Visiting Scholar Program at Columbia Law School is $6,000 per academic year (from August - May).  The law school has limited funds from which these fees are partially or fully waived in appropriate circumstances.

Immigration Issues

Once accepted into the program, the Law School will send Visiting Scholars and Visiting Research Fellows the necessary forms to obtain a J-1 visa.  These forms should be returned to Angela Darling, who then forwards them to the University’s International Student and Scholar Office (ISSO) where the DS-2019 (formerly known as the IAP-66 form) is issued. As of July 1, 2002, ISSO charges $250.00 for the processing of visa eligibility forms (DS-2019). ISSO also requires all foreign visitors to provide documentation of their ability to support themselves financially while in the U.S. Current regulations call for at least $1600 per month per scholar, plus an additional $700 per month for an accompanying spouse and $350 per month for an accompanying child.   Further information about immigration requirements can be obtained from the ISSO: http://www.columbia.edu/cu/isso/.

Housing

Please note that the law school does not have reserved housing for Visiting Scholars and Research Fellows. While the International Programs Office can provide resources for housing in the New York area, staff members are not able to assist individuals in finding housing.

Library Access Only

Scholars who do not wish to apply to the Visiting Scholar and Research Fellow Program and who wish only to obtain access to Columbia’s Arthur W. Diamond Law Library should request permission from the Library directly by contacting Charles Cronin by e-mail at ccroni@law.columbia.edu

Please note that the library is not able to provide a letter of invitation, certification of attendance, or immigration support.  In addition, internet access, Lexis/Westlaw access, computer services and support from the International Programs Office will not be extended to those individuals who have library access only.
